The Regent Neighborhood Plan is a living, dynamic guide ensuring quality of life characteristics deemed essential by the community for continued vibrance, allure, diversity, value and livability of the Neighborhood.

 

MISSION STATEMENT

The NP-Steering Team will direct and coordinate a planning process that engages residents and stakeholders; identifies appropriate goals and objectives; assesses, documents, and reports on elements of Neighborhood preservation, enhancement, and redevelopment opportunities; and addresses issues of importance to residents and stakeholders. The neighborhood plan provides an implemental community vision for new and prospective residents, institutions, businesses and organizations; and provides the City of Madison Planning & Development Department a plan for adoption by the Common Council for guiding development and redevelopment within and along the boundary of the Neighborhood, consistent with the goals and objectives of the Regent Neighborhood and the City’s Comprehensive Plan.

 

KEY GOALS & OBJECTIVES

[1]       Prepare a mid-term land use plan with a 10-15 year time horizon that is consistent with the City’s comprehensive plan.

[2]       Identify, evaluate and incorporate internal & external trends and influences affecting physical and social change in the neighborhood and surrounding areas.

[3]       Insure that local and institutional voices are recorded in the Neighborhood Plan.

[4]       Create shared purpose, values, and vision to develop ownership, commitment and involvement by all stakeholders as well as participants in the planning process.

[5]       Identify aspects of Neighborhood preservation, enhancement, and new opportunities for residential and commercial development.

[6]       Evaluate existing and potentially applicable standards and zoning designations relevant to development, redevelopment and land use of residential, commercial and historical districts.

[7]       Assess existing and projected traffic and transport conditions, parking and modalities, and implications for pedestrian and bicycle movement, safety and factors causing land use succession.

[8]       Evaluate livability and functionality of specific elements such as: Streetscapes and Esthetics by Sector; Security & Safety; Handicap Accessibility of Public and Commercial Facilities; Lighting Pollution and Light Trespass; Noise Abatement; Public Amenities and Functional Esthetics.

[9]       Identify elements for further evaluation.

 

 

MAJOR SEQUENTIAL PROJECT PHASES & MILESTONES

[A]          Conclude the Grant Award Process consummating the Scope of Services Agreement.

[B]          Engage the Regent Community Volunteers and Community at Large for input, research and appraisal, Plan Framework, identification of policy choices and potential direction.

[C]          Conduct community and area meetings to expand plan vision, goals and objectives, and engage residents and stakeholders in issue expansion and initial development of alternatives.

[D]          Identify purpose for engaging a planning consultant, and decide whether to formulate and issue an RFP to planning firms; assess responses; contract a planning consultant to provide technical assistance, and assistance with preparing final form of the RNA Neighborhood Master Plan document.

[E]          Coordinate Master Plan with the Madison City Planning & Development Department (ongoing throughout the project).

[F]          Conduct community meeting to report on what we’ve learned and submit draft recommendations for discussion and feedback.

[G]          Prepare and submit final draft plan to the RNA Board for adoption and referral to the Common Council.

[H]          Present the Plan to the Common Council for adoption.  Publish and disseminate.
