Design and Development Guidelines

Old University Avenue Corridor

 

Project Summary

 

The Regent Neighborhood Association (RNA) is seeking proposals from qualified urban planning and design consultants to prepare Design and Development Guidelines for the Old University Avenue Corridor from Breese Terrace to Grand Avenue (see Map 1, page 6).  This project is partially funded by a grant from the City of Madison, Department of Planning and Development. 

 

Background

 

The Old University Avenue Corridor is a major east-west arterial that parallels Campus Drive south of the University of Wisconsin – Madison (UW) campus.  The corridor functions as both a major transportation corridor and as a neighborhood street for the surrounding residential neighborhood.  Current development along Old University Avenue is a combination of UW facilities, apartment housing serving primarily UW students and staff, and a number of neighborhood and community businesses.  The corridor adjoins the Regent Neighborhood, which consist of a combination of single family homes and apartments.  A portion of the corridor adjoins the University Heights Historic District.

 

Within the past several years there have been a number of completed redevelopment projects along with proposals for new mixed use development that have included the construction of larger, mid-rise structures along Old University Avenue. There has been considerable concern and discussion within the neighborhood regarding the compatibility of the newer and proposed developments with the scale and character of adjoining residential neighborhoods.   There is also a longer-term issue of the potential for a significant amount of additional higher-density, transit-oriented mixed use development in the vicinity of the UW campus.

 

In 2005, the University of Wisconsin completed a new campus master plan that includes this area as a joint planning district. Elements of the UW master plan should be reviewed and integrated into the development guidelines for the remaining portions of the corridor.

 

The RNA is preparing the Development and Design Guideline to provide residents, property owners, developers, and city staff and commissions with a framework for decision-making related to development proposals.

 

Some of the issues that need to be addressed in the Development and Design Guidelines include:

 

·        Compatibility between adjoining predominately one and two-family neighborhood residences and larger structures on University Avenue

 

·        Compatibility with the character, design and massing of the University Heights Historic District

 

·        Developing unifying architectural and design guidelines that will help create a distinctive and livable urban avenue.

 

·        Meeting the growing needs for University-related facilities and housing for UW students and staff.

 

·        Providing affordable space  for neighborhood businesses.

 

·        Recognition of the transportation needs of the corridor, including potential for light rail transit services in the adjoining railroad corridor and potential streetcar lines along Old University Avenue itself connecting downtown Madison with the University/VA Hospital complex and the west campus.

 

·        Providing better pedestrian and bicycle linkages, especially between the residential neighborhoods and the UW campus across Campus Drive.

 

Once completed, the Old University Avenue Corridor Development and Design Guidelines will be incorporated as a component the Regent Neighborhood Plan and City of Madison Comprehensive Plan.

 

Scope of Services

 

The following is a general Scope of Services for consultant services. 

 

·        Prepare a thorough analysis of existing land uses, zoning, and structures along the Old University Avenue Corridor from Breese Terrace to Grand Ave., and adjacent blocks.  Compare consistency of existing land uses with the adopted City of Madison Comprehensive Plan.

 

·        Analyze the architectural character, massing, height, scale, setbacks, and materials found on existing properties on Old University Avenue and the adjacent blocks.

 

·        Interview property-owners to solicit their short- and long-term plans for the University Avenue corridor.  Include residents and property owners in all phases of design guideline development.

 

·        Prepare a photographic inventory of design features found on and adjacent to the University Avenue corridor and other locations that could be used as examples of materials, styles, massing, height, setbacks, and character that should be incorporated into redevelopment occurring along the corridor. 

 

·        Conduct one or more interactive neighborhood design charrettes or workshops with a high level of neighborhood and stakeholder participation.

 

·        Prepare a draft set of illustrated land use, development and design guidelines for the Old University Avenue corridor.  It is anticipated that there will be different sets of recommendations for different areas along the corridor.  Design guidelines should clearly define recommended land uses and public realms along with specific design recommendations that can be utilized to evaluate prospective development proposals. This should also include general height, massing and design character recommendations for potential new buildings.

 

·        Recommend strategies for transitioning and buffering between larger scale developments on the Old University Avenue corridor and adjoining neighborhood residential development. 

 

·        Present an initial draft of the guidelines to the Steering Committee and City Staff.

 

·        Revise the draft guidelines based on City Staff and Steering Committee input.

 

·        Present the revised draft guidelines at a public meeting sponsored by the RNA.

 

·        Revise the draft document, as needed, based on public, City of Madison and Steering Committee input.

 

·        Prepare a final document in a format that can be presented to and adopted by the RNA Board and forwarded for adoption to appropriate City agencies, boards and commissions.  The following City of Madison committees will review and approve the guidelines: Urban Design Commission, Plan Commission and Common Council.

 

·        Provide the RNA with camera-ready hard copy and electronic versions of all maps, plans, illustrations, renderings and text suitable for reproduction.

 

·        Assist the RNA in presenting the proposed guidelines and implementation recommendations to the City Urban Design Commission, City Plan Commission, and Common Council.

 

The consultant will be working with a Steering Committee appointed by the RNA Board consisting of neighborhood residents, property and business owners, and representatives of the UW.  The consultant should budget for a maximum of three revisions, one major and two minor.

 

Meetings

 

It is anticipated that there would be at least the following minimum number of meetings:

 

·        An initial orientation meeting with the Steering Committee and City Staff.

·        Individual meetings with key stakeholders including property owners, business owners, neighborhood representatives, and representatives from the UW.

·        An interactive neighborhood charrette or planning workshop.

·        A second meeting with the Steering Committee and City Staff to review and evaluate a preliminary draft of the Development and Design Guidelines.

 

·        A public meeting to present draft guidelines to neighborhood residents and other interested stakeholders.

 

  • A meeting with City Staff and Steering Committee to consider final revisions.

 

  • Separate presentations to the City of Madison Urban Design Commission, Plan Commission, and City of Madison Common Council.

 

Consultant Deliverables

 

The consultant shall deliver to the RNA electronic versions of all draft materials in a format suitable for reproduction at a commercial copy shop and for e-mailing.  Generally, the best format for commercial reproduction and e-mailing is pdf.  The RNA shall be responsible for producing and distributing copies.

 

The consultant shall provide unbound original and twenty (20) copies of the final document.  The final document shall be in a reproducible 8 1/2" x 11" format.  Any images, site plans, elevations, cross-sections, etc., should be in a scalable format and placed  on sheets no larger than 11” x 17”. 

 

Final document shall also be provided to the RNA in a digital pdf format suitable for reproduction and electronic posting.

 

The consultant shall deliver to the RNA copies of all concept drawings completed through this process, as well as any color renderings used as presentation materials for this project.

 

All documents shall be the property of the RNA and shall not be restricted by any copyrights.

 

Project Budget

 

The budget for the project of $15,000.  In light of the limited budget, the RNA has intentionally focused of scope of services, number of meetings, and scale of the deliverables to address a very targeted objective.  The RNA is seeking a highly qualified planning and design team who will be able to prepare and clearly present Development and Design Guildeines that will address both near term and longer-term development issues along the Old University Avenue Corridor.  The RNA is not expecting the consultant to prepare an extensive background report or prepare a complete neighborhood planning document.

 

It should be noted that there are extensive concurrent efforts by the RNA and a number of the subcommittees of the RNA to prepare background information and inventories of existing conditions.  This information will be made available to the consultant for this project.

 

Project Schedule

 

The consultant will have five (5) months from the award of the contract for completion of this project. The award of the contract is anticipated to be by the end of July 15, 2006. 

Proposal Submission

 

Completed proposals should include the following information:

 

1.      Name and address of firm, or firms if more than one firm is part of the proposal.

2.      A summary of each firm’s qualifications and experience as it relates to the project description and Scope of Services.

3.      A description of the experience and qualifications of all person(s) who will be assigned to this project and their position within the organization. If the proposal includes other firms, include a description of the experience and qualifications of their assigned personnel as well, and the relationship that will be established by the firms for this project (e.g., subcontract, cooperative venture, etc.).  Please identify the firm’s official contact for this project.

4.      A description of the proposed methods and procedures to be employed in completing the Scope of Services.

5.      A timeline for the project and projected dates of benchmark meetings and delivery of project deliverables.

UThe deadline for submitting proposals is June 16, 2006, 4:30 p.m.  No proposals received after the deadline will be considered.
