Whereas the Regent Neighborhood Association's Board of Directors
1. strives to be understanding and supportive of the UW-Madison's legitimate
needs for development and expansion of facilities, and
2. expects that the UW-Madison will implement all possible means to
conserve energy on the campus and utilize alternative energy sources wherever
possible, and
3. acknowledges the need for the UW-Madison to address its future needs forheating
and cooling, and electric energy reliability, at a site identified in the
1997 Campus Master Plan for utility services, and
4. recognizes that appropriately scaled cogeneration power plants constitute
an efficient technology employed on many college campuses in this county,
and
5. created an ad hoc committee of neighbors, including subject matter experts,
to review the joint MGE-UW-Madison proposal and report its recommendations
to the Board, and
6. the ad hoc committee has presented its conclusions and recommendationson
the power plant in a Position Statement dated 1-7-03 and an accompanying FAQ
document dated 1-16 03, and
7. the ad hoc committee finds that, as regards the generation of electrical
energy, the plant is considerably larger than what would be needed to meet
the current and future needs of the campus, and
8. the ad hoc committee finds that the nearby campus and neighborhood community
will likely experience detrimental impacts to air, aesthetics, noise and water
as a consequence of the proposed plant, and
9. the ad hoc committee believes that such detrimental impacts could be mitigated
by a reduction in the scale of the proposed project.
Therefore, the Board of the RNA finds that the scale of the proposed project
far exceeds the current and future electrical energy needs of the UW-Campus
and, in addition, that the project will likely have deleterious impacts on
the local and regional environment.
Therefore, BE IT RESOLVED, that the Board of the RNA opposes the project as
currently proposed and authorizes representatives to contact the sponsors
of the WCCF to discuss the following issues of importance in the event that
a power plant is built on the site: size of the plant, air quality, noise
reduction, water use, enforcement and mitigation.
