The purpose of this hearing is to consider the June 14,2002 application of MG&E for authority to construct a large electric power generating facility. MG&E is proposing to build a large natural-gas fueled cogeneration power plant with 150MW of capacity in the city of Madison. The plant would provide steam and chilled water to UW. The issues for hearing were set at the March 28, 2003 Prehearing Conference. Specifically:

Should the Commission grant a CPCN for MG&E to construct the facility under Wis. Stats. 1.12(4), 106.025, 196.491(3) and Wisonsin Administrative code section PSC 111.53?
Whether the Commision in this docket has complied with Wisc. Stats. 1.11
