Plans for MOU
The City of Madison attached 51 conditions as part of the conditional approval of the application for rezoning of the stadium property for expansion and renovation. One of these conditions is to work with nearby neighborhood associations regarding the management of activities on game days. The University will prepare a Memorandum of Understanding (MOU) detailing the transportation and special events plans and responding to specific concerns brought by the neighborhoods.

The University prepares a comprehensive event management plan for each game day. This covers everything from emergency services to media and marketing. Included in the management plan are the following issues put forth by the neighborhoods:

  • Drunken fan behavior and fan education – UW is working on emailing students about responsible behavior, producing public service spots to run on the scoreboard, and working with their student advisory group to produce acceptable messages.

  • Police presence – UW Police and City of Madison Police working on two teams of officers (one UW and one City) to be on patrol in the neighborhoods after games. A mechanism needs to be developed to be able to contact these officers to report problems.

  • Parking – the UW is encouraging use of a Park & Ride at the Alliant Energy Center, train rides in to the stadium area, biking (the renovations will include bike lockers).

  • Litter – looking at expanding Bucky Barrel program in the neighborhoods, perhaps small dumpsters at chronic litter spots, and having a UW maintenance truck do a sweep of areas close to the stadium during half-time to empty barrels in preparation for fan exodus after the games.

  • Access to Breese Terrace for residents – NFL guidelines for security will be sent to UW Police who will decide how to implement them.

    The UW will meet with the neighborhoods before the football season to discuss concerns and solutions. A post-season meeting will also be held to discuss how things went and what should be changed.

    The Memorandum of Understanding has not been completed for this football season at this time.
